Loya was born in El Paso, Texas, in 1969. He played college football at the University of Texas at El Paso, where he was a two-time All-Conference selection. After college, Loya worked as a commodities trader for several years. In 1994, he co-founded OTC Global Holdings, a company that provides trading services for commodities and other financial instruments.
In 2002, Loya became a minority owner of the Houston Texans. He is the first Mexican-American to own a stake in an NFL team.
